That's not really true, it can be reviewed with hand calcs to assess the stiffness and strength (primarily in bending), or alternatively with anyone of the vast array of CAE/FEA tools.
A simple, basic check with hand calcs would be to calculate the Second Moment of Area of both the original and the modified cross sections at that poin, and you would hope that the latter is roughly the same as, or greater than the former.
